             Taiwan MOE Huayu (Mandarin Language) Enrichment Scholarship 2025

                        (For applicants of Laos only)

         The purpose of the Ministry of Education (MOE) Mandarin Language Enrichment Scholarships created by the MOE of Taiwan is to encourage outstanding Laotian students to undertake Huayu (Mandarin Language) enrichment courses at universities or colleges in Taiwan ; in order to provide them with opportunities to increase their understanding of Taiwanese culture and society, and to promote mutual understanding and interactions between Taiwan and Laos.


I.    Number of scholarship: 

1 slot (with a total study duration of 12 months); the duration of the scholarship is from September 1, 2025 to August 31, 2026.


II.    Award Value

A Monthly stipend of TWD 28,000 (roughly USD 875). 

* Recipients should prepare at least 2,500 USD for initial expenses in Taiwan, including tuition, rent and deposit, and living expenses. 


III.    Eligibility

Applicants must be a Laotian national above the age of 18, who possess a high school diploma or above, have shown excellent academic performance, and are of good moral characters are eligible. Candidates with one of the following qualifications may not apply:

a.    Is an overseas Chinese student or a national of the R.O.C. (Taiwan)

b.    Is currently registered as a student at a Mandarin Language Center or has sought a degree from a university or college in Taiwan.

c.    Has already received a HES, Taiwan-United States Sister Relations Alliance (TUSA) Global Ambassador Scholarship or a Taiwan Scholarship, in the past.

d.    Is an exchange student to Taiwan, during the scholarship period.

e.    Is currently receiving financial benefits from the Taiwan government or another educational institution during the study period in Taiwan.


IV.    Application Documents

Applicants must submit the following documents within the specified period to Education Division, Taipei Economic and Cultural Office in Vietnam: 

a.    An application form.

b.    A photocopy of his/her passport or any other documents that can verify the nationality of the applicant.

c.    A photocopy of the certificate of the highest credential and transcript. Documents in a language other than Chinese or English must be translated into Chinese or English and the translated documents must be authenticated by Ministry of Foreign Affairs, Laos.

d.    An applicant must submit a copy of results or certificate which means passing the Test of Chinese as a Foreign Language (TOCFL) at Level 1 or above (HSK is not accepted) or a valid certificate of international English proficiency test score. 

e.    A photocopy of the applications to the Mandarin Language Center or a admission letter from the Mandarin Language Center .

f.    Two reference letters – from a principal, a college or university president, professors, and/or supervisors – personally signed, and placed in sealed envelopes.

g.    A Study Plan that details each applicant’s motivation and plan for studying in Taiwan. 


*The application form must be fully completed and the application form and other documents will not be returned.


V.    Application Date and Contact Information

The application period is from Feb 1 to March 31, 2025 for applicants of Laos (the deadline for submission is based on the postmark date). Applicants should send their scholarship application ducuments to the following address:

VI.    Selection Criteria

The evaluation criteria primarily refer to the applicant's submitted:

a.    study plan,

b.    academic performance,

c.    language proficiency,

d.    recommendation letters, and

e.    interview performance. 


VII.    The tentative schedule for Application and Selection Process

Taipei Economic and Cultural Office in Vietnam will conduct paper reviews and interviews during April and May, 2025 and then select the successful candidates and place some candidates on a waiting list. In principle, each successful candidate has to provide admission letters by the end of June, and attend the pre-departure orientation in July. If the scholarship recipient is a recent graduate, he/she must submit an official graduation certificate or temporary graduation proof and a complete academic transcript for all years, translated into Chinese (or English) and authenticated by the Ministry of Foreign Affairs, Laos before July 20. Failure to submit these documents on time will result in the inability to receive the scholarship certificate.


VIII.    Important Provisions for Scholarship Recipients:

a.    The recipient should study at a Mandarin Language Center affiliated with a university or college with MOE approval to enroll overseas students.

b.    The recipient should undertake at least 15 hours of language courses each week. This does not include cultural visits, speeches, and other self-learning curriculum or activities; the Scholarship will be suspended for one month, if the recipient has missed 12 hours or more of their language course within a single month; the recipient fails to obtain the standard score (an average of 80 points out of 100) for two consecutive semesters (quarters), he/she will be disqualified from receiving the scholarship.

c.    After the first semester (quarter), recipients of a maximum one year scholarship can request a one- time only transfer to another Mandarin Language Center with permission of the original Mandarin Language Center. Recipients of the summer classes, 3 months, 6 months or 9 months scholarship are not allowed to apply for a transfer.

d.    The termination and cancellation of a scholarship is based on regulations specified by each individual Mandarin Language Center. Mandarin Language Centers have the right to terminate or revoke a scholarship if the recipient’s academic performance, moral character, or attendance record are not up to their standards.

e.    Scholarship recipients are not permitted to work illegally in Taiwan. 

f.    Any scholarship recipient who submits any application document or any document when they are enrolling that is found to be fake, misleading, has been altered in some way, or contains any falsehood will have their scholarship revoked and must pay back all the living allowance payments and the tuition and miscellaneous expenses provided by the scholarship from the date the scholarship began until the date it was revoked.

g.    Each recipient is obligated to join the National Health Insurance Program start from obtaining an Alien Resident Certificate (ARC) and residing in Taiwan for at least six months.. Before joining, recipients should purchase student accident insurance and other relevant insurance. Insurance fees can be deducted by the Mandarin Language Centers from the monthly stipend before granting it to recipients.

h.    The recipient of a nine month or longer scholarship without a TOCFL Level 3 or above TOCFL certificate within 2 years prior to enrollment must hand in the certificate or transcript one month before the end of the scholarship term. If he/she fails to do so, the scholarship will be suspended for one month.

i.    Scholarship recipients must sign the " The Terms of Agreement Ministry of Education Huayu Enrichment Scholarship Program " and comply with Taiwan's laws, regulations, and the relevant provisions of the Ministry of Education Huayu Enrichment Scholarship program.
