Education Division of Taipei Economic and Cultural Office in Houston is pleased to announce that the 2024 Test of Chinese as a Foreign Language (TOCFL) will be held on April 27, 2024 (Saturday) from 10:00 am to 12:00 pm at the University of St. Thomas, located at 3800 Montrose Blvd, Houston, TX 77006.


The TOCFL adopts computer-adaptive testing system (CAT). The computer will estimate the test takers' ability in real-time based on their answers to each question, and select the next test question that is most appropriate for them. The test taker does not need to choose the test level when registering for the test. Scores are based on a scale of 0 to 100. The test is available in both traditional and simplified Chinese characters, and is entirely computer-based. Test takers can view their scores immediately upon completion. Those who pass the test will receive a Chinese language proficiency certificate, which can be used as proof of language ability when applying for scholarships, such as the Taiwan Scholarship and the Huayu Enrichment Scholarship, as well as for educational and career advantages. The test can also serve as a simulated test for the Chinese Advanced Placement (AP) exam.


Since 2014, the levels of the TOCFL have been reformed in order to correspond to the CEFR (Common European Framework of Reference for Languages: Learning, Teaching, Assessment). TOCFL has six proficiency levels (1-6). Level 3 of the TOCFL corresponds to what students may find on the AP Chinese Exam. Taking the TOCFL test can be useful practice to prepare.


Examinees who pass the test will receive a Chinese Proficiency Certificate as a credential for the following:

  • Becoming eligible for the “Taiwan Scholarship” and “Ministry of Education Huayu Enrichment Scholarship” sponsored by the government and for studying in Taiwan. 
  • Qualifying for admission to academic programs at colleges or universities in Taiwan.
  • Serving as verification of Chinese language proficiency for employers. 
  • Providing an incentive to those who are interested in learning Chinese.


TOCFL covers both listening and reading comprehension, which take a total of about two hours to complete. Please see https://tocfl.edu.tw/index.php/exam/test for the mock-test. We invite all Chinese language learners in the Houston area to take advantage of this opportunity to demonstrate their language proficiency and receive a certificate that can open doors to further academic and career opportunities.

Registration is accepted from March 1 to March 26, 2024. Please register at the website: https://tocfl.sc-top.org.tw/. In order to complete the registration process, please print out the confirmation form and mail it along with the registration fee to the Education Division, TECO in Houston (11 Greenway Plaza, Suite 2012, Houston, TX 77046) before 03/27/2024. Registrations will be cancelled if examinees fail to submit their registration fee before 03/27/2024.
